A directive has been issued by the West Bengal Madrasah Education Board instructing under-graduate teachers employed in madrasahs under the Board to complete D.El.Ed training.
Notification
Subject: Six-month (06) Certificate Bridge Course in Primary Teacher Education – To be conducted through NIOS (ODL Mode).
As per the order of the Hon’ble Supreme Court of India dated 08.04.2024, and in accordance with Notification No. 05/2025 dated 07.08.2025 issued by the National Institute of Open Schooling (NIOS), it is hereby informed that a six-month (06) Certificate Bridge Course in Primary Teacher Education will be conducted through Open and Distance Learning (ODL) mode.
This course is specifically meant for those teachers who were appointed in primary schools with a B.Ed. degree but do not hold a D.El.Ed. certificate.
Conditions

This course will be applicable only to those—
• Who were appointed with a B.Ed. degree as per NCTE’s notification dated 28.06.2018, and
• Who were in service prior to the judgment of the Hon’ble Supreme Court dated 11.08.2023.

Such teachers may avail this one-time opportunity. The Hon’ble Supreme Court has directed that—
• Failure to participate in and complete the course within the stipulated timeframe will render their appointment invalid.

The participant teachers must complete the course within one year from the commencement date of the course.

Qualifying this Bridge Course will be valid only to safeguard the employment of the teachers mentioned in (1).
• It will not be valid for seeking new appointments in the future as primary teachers.
Required Action
You are instructed to prepare and submit a complete list of such eligible primary teachers employed in your Madrasah to this Board.
Last Date of Submission: 05.09.2025
If no response is received from your institution within the stipulated period, it will be conclusively presumed that there are no such teachers employed in your Madrasah.
